ABOUT THE COMPETITION

The year 2018 marks the 10th anniversary of ANPUD. In 2008, a group of drug user activists from across Asia came together for the first time and launched the “Goa Declaration”, effectively giving birth to ANPUD.

The ANPUD Short Film Competition is the celebration of 10 years of ANPUD’s journey. The film competition is first of its kind in the history of ANPUD. It is a platform for innovative filmmakers who wish to tell the stories of ground realities of systematically marginalized populations and serve a wider audience with truth and evidence. This will be an annual event of ANPUD.

PURPOSE

The aim of this film competition is to advocate for and humanize the issues of people who use and inject drugs in the region through collaboration with innovative filmmakers, thereby creating enabling environment for them to enjoy equal rights, opportunities and access to life saving HIV prevention and harm reduction services.

In order to achieve the overall objective, the short films will focus on portraying realities based on the three​ themes below:

Themes

1.  Negative impacts of war on drugs in your country.

2.  Different forms of Human rights violations faced by people who use drugs.

3.  Harm Reduction programs and policies save lives.

Important Note: 

The competition will accept concept notes of short films only if they are linked to one or more of the themes. Therefore, we strongly recommend all the interested filmmakers to do some online research on these themes in order to develop a strong Concept Note of your Short Film.

Who can participate?

Filmmakers of any nationals are eligible to take part in this competition. ANPUD members who have filmmaking skills are highly encouraged to participate in the competition.

Afghanistan | Bangladesh | Cambodia | China | India | Indonesia | Iran | Malaysia | Myanmar | Nepal | Pakistan | Philippines | Singapore | Sri Lanka | Thailand | Vietnam 

Types of films

Filmmakers can choose to make short movies, documentaries, animation, typography or other experimental visual projects that remain truthful to the themes and eligible countries of the competition. 

Submission Guidelines

::  Participation is FREE of charge.

::  The film format MUST be High Definition (HD) at minimum.

::  The film MUST not exceed 6 minutes (including opening and end credits).

::  The film MUST depict the reality/ies under a theme from one or more of the eligible countries.

::  The film MUST have English subtitles.

::  Filmmakers MUST have the copyright to all the material including soundtracks used in the project.

::  Every film MUST acknowledge organizer and other partners in its opening and ending credits.

::  The film MUST contribute towards achieving the overall objective of this competition.

Best Short Film

Based on the evaluation criteria, the International Committee (Jury) will select one from all the submitted short films.

First Runner Up

Based on the evaluation criteria, the International Committee (Jury) will select one from all the submitted short films.

Second Runner Up

Based on the evaluation criteria, the International Committee (Jury) will select one from all the submitted short films.

Public Choice Award

Determined by the number of views of each short film on ANPUD’s YouTube Channel.

In addition to the above, the International Committee will collectively decide to award a deserving short film as the “Jury’s Choice”. An award and a certificate will be provided to the filmmaker.

The International Committee (JURY) Members

The International Committee or the Jury of this competition will be made up of a distinguished filmmaker, an activist working on the issue and a representative of ANPUD. Their role is to peruse all the submissions (concept note) and the short film throughout the overall process.

July – September 2018

Invitation for Concept Notes

The filmmakers will have to first submit a synopsis and a full CV (with links to their work wherever possible). In this stage, we will shortlist 15 best concepts and notify the successful filmmakers.

Please download the “Concept Note Template” and submit it along with your full CV by 16th September 2018 5:00 PM Bangkok Time.

October – November 2018

Invitation for Short Films

Each of the 15 selected filmmakers will be given an amount of US $250 for the production of their project. Filmmakers will have to regularly update the event manager on the progress status of their project and submit their film by the given deadlines.

December 2018

Awards Notifications

Upon the submission of short films, we will upload it on our YouTube Channel – WE ARE ANPUD. The selection committee will evaluate all the films based on the predefined set of evaluation criteria and recommend the top 4 films that deserve the award.
